No, there are 65536 lacations for code and 65536 locations for data.

Please remember that 27C64 is a Read Only Memory, and don't have /wr signal. The 27C64 is a 28 pin device and Vcc is the number 28. I think the schemathic is worng and may confuse, please check it.
