I wonder why do you have 2 RAMs of quite similar capacity and how do you decode the address range you mention for them. A quick test, can you try to access one of them while other is removed? I hope your RAMs are socketed, if not, simply tie chipselect of one of them to VCC...

I am dubbig the concerns of others, at least you can use a '51 derivative with enough onboard FLASH and EEPROM. You can still include the external FLASH in your design, you then simply won't populate it. I believe you will find a drop-in replacement for the classic 8051 with 32kB of FLASH.
