Dear Kai, the ink you are mentioning is etch-resistant(I reckon). But we need those areas in top layer (which are around the component pins) to be etched out. If I use etch resistant ink, then I have to coat all ground plane areas. This consumes lot of ink, is it not? I am running curious to devise a low cost technique, thats why..

[edit] Sorry Kai, I havent answered about the decoupling caps. Yes, I do have de-coupling capacitors, close to the Vcc pin, for every IC. I normally use 100nF cap. if the IC is nearer to Vcc entry point, and 10nF cap. for IC farther from Vcc entry. The capacitor is soldered in the top layer.
