If powerup reset is OK and pushutton is wrong, this might be a result of problem with bouncing button causes incomplete - below 24 clocks - reset. This causes a whole range of funny behaviour in '51s.

Can you just for trial to sustitute the '14 by a 7705 reset IC (it has a pushbutton input)?
