I have never seen a legit use of such a swap.

That some limping so called "monitors", the idea of which is ancient, stupidly store code in RAM does not legitimize the approach.

If data is Read only, why not leavce it in flash/ROM.

I have 2 Mbyte of wexternal data flash and can not see any advantage of moving any part to RAM.
