Production cost doesn't seem to be a factor.
Could be that the remaining function(s) is not realizeable
using off-the-shelf components, due to maybe power or speed constraints. In that case the 1000$ savings statement is
very awkward.

IMHO on an ASIC project with such a low projected volume,
even MPW, 1000$ is ground noise.
