There is no need to spend $$ for JTAG cable nor Raisonance/Keil, if you want only program the device - the above are needed to utilize the built-in debugging facility via JTAG.

To program it, it is enough to have a so called FlashLINK cable - it's a parallel-port-to-JTAG style (not dissimilar to that you built/published for SPI-ISP of AT89Sxx's). The schematics is available as a PDF at STMs website.

The software needed to configure the PSD's internals (decoding CPLD) and to "burn" - PSDSoft Express - is freely available there, too.
