Is the JTAG debug interface proprietary or could an open-source debugger be built on it?
The JTAG interface is a standard (google for it), what it does is probably proprietary.

I have sevaral ICEs and they are all "proprietary", if they were not everyone and his brother could obliterate the value of the investment the manufacturer had in them.
