As I understand it, PSDsoft is an ST product for configuring the uPSD.

The uLink, on the other hand, is a Keil product for use with their uVision debugger.
(uVision also supports downloading to the uPSD via the uLink)

Therefore it doesn't surprise me that the ST PSDsoft doesn't "know" about the Keil uLink
