I'm not sure I understand what you mean. There is no new toolchain for the uPSD devices. The standard KEIL C51 toolchain already supports all the uPSD parts (including the 3400) and has since they were introduced. In fact, we worked quite closely with Joe and the whole team at ST to make sure of that.

So, if you already have a current license to the Keil tools, there's nothing more you need to get (well, maybe ULINK, but ST makes that available for a great price). Of course, you may need to download an update-support for the 3400 was added in February of this year.
