he says that with pull ups resistors in outs of LSxxx buffers the programer will work. But, when i build the circuit, it does not works...

Testing does not prove diddlysquat. If Joe Blow happen to make something work under some specific circumstances it may "test" just fine, but all that means that if you do not exactly replicate the circumstances all bets are off.

as an example of the above, there has been many posts "my programmer, which is tested and proven (read bullshit tested) to work does not work now that I use a new PC. It can not be my programmer, because it works"

DESIGN (e.g. as here by Atmel) NOT "TESTING" is the 'proof'
