Ok Oleg Sergeev...

The Atmel uses the VHC buffers. The reasons are speed and out voltage, and others that are especified in datasheet.

But a thing that i still do not understand (sorry again..) is: Why the others chips (LS buffers) do not works with pull ups in your outs?
When Charles Bannister answer the question, he says that with pull ups resistors in outs of LSxxx buffers the programer will work. But, when i build the circuit, it does not works...
