They sell to the hole country. But it will get a bit expensive to buy only a few buffers, as you will have to pay for delivery (and it may be expensive to where you live).

Again, If you can afford an ATMEL AT89ISP Cable, surelly it will be the best option. Search AT89ISP at the site and you will find it: R$ 139.94. But you should hurry up, as this is the first time I found it for sale at Farnell, and there are only 4 units (it's for import, so, should take about 3~4 weeks to arrive).
