I can just see the debugging nightmare that end up with "oh, this piece of crap, the so called 'programmer' missed a bit". Another much more important issue is that flash a) is based on capacitors and b) does not have an infinite 'retention time'. These two facts show that it is possible to charge a flash cell just enough to make it pass the blasted worthless "testing" that every idiot and his brother believe in and drop below the required charge one week after the 'programmed' thingy is shipped.
