The reason is obvious: the free tools are useless if you don't also buy that company's chips - there are no 2nd sources for PICs or AVRs.

As I've said before:

Effectively, these "free" tools are part of their Sales & Marketing campaigns - and very effective they are, too! (especially amongst hobbyists)
