How big a board, with how many holes, what sort of tolerance, how many layers, how fine a track, how small a via, what kind of solder mask? Boards with no mask won't work with fpPBGA, nor will traces over 4 mils and vias over 5 mils. Tolerance on solder mask is extremely critical.

I seriously doubt anyone in the US can build a good board at competitive prices within this life.
