Consider, simply, the case where a fellow has expended the time and resources to equip himself properly for development with the 805x. He doesn't want to buy support tools for an ARM, or other MCU, particularly if his boss doesn't want to buy/stock additional hardware.

If his needs are small, and his motivation is large, he can probably do it. If he has to change MCU's anyway, I'd not recommend a '51-core MCU either.
