If you shoot some very rapid pictures of a TV you will see that the intensity varies a bit between the photos, but never disappear.

I am not knowledgeable enough about Physics, the human eye, TV ..... to give the reason, but I had 25 employees tell me "it blinks" or "it does not blink". At 100HZ it was 2 "it blinks", at 120Hz it was none.
