Actually, there might be also a viable approach to have NO tool to reprogram the device, than the device itself.
Indeed, this would be often the method when the device is based on a grown-up computer (PC). In '51 terms, we are talking about a rather capable monitor. Yes it still needs a terminal (emulator), but a cheap PDA fitting the pocket-size-requirement, or any PC which happens to be around, and a long enough cable (OK that's mostly beyond the pocket-size, but we can talk also about IrDA or similar) is all what is needed to carry to the customer.
