Yes it will execute the FFs as MOV R7,A - but I don't understand the subject of your post, why do you think this is an error?

Also, if you have a '51 derivative with less than 64kB of internal code memory (FLASH), after running through the FFs in internal memory it starts to fetch from external code memory - and if that is "nonexistent", the behaviour is hard to define (depends on parasitic effects - it might quite well start executing "00 01 02 03...")
