Its interesting, what Your buddy uses - maybe ADSL (as known here) - over phone line. Here this is not per-traffic-pay , it is monthly subscription. But its interesting what exactly he does - where connects, which password and name he is used.
Other option is to use some network, which is builded by children after network switch. Anyhow - probably nobody is
in charge. Hope this buddy enjoys here.
