I doubt that there are any parts he can't obtain if he wants to. There may be a bit of delay, or there may be a bit of expense, but he can get 'em if he really wants to. It doesn't matter whether it's a PIC or an ATMEGA, or any sort of 8052.

The architecture doesn't really matter, so long as it has two serial ports.
