A quick google on T6963C yields

which should reveal all you need to know about the LCD controller, for which there's apparently some driver software.

I think you'll find wading through this in the context of generating comparable video signal, whether NTSC, PAL, or VGA, quite painful.

I'd find it much easier, I believe, to start from scratch.
