I did post a video driver implemented in an altera fpga in the hardware library some time ago.It could be modified to work with ntsc quite easily but as for getting away with no programming I dont think that is going to be the case.video stores to stretch the display are tricky but again it could be done with some suitable messing with the read counters in the fpga.
I think from your post it might be more involved than you want to get into.
