This is a misconception. Determinism is what makes an RTOS an RTOS. The specification of the application defines whether a particular RTOS, or indeed any RTOS, can be used as part of the whole system.

'Real time system' and 'Real time operating system' are not the same thing in the sense that one is a component of the other.
