Using Flip my signature is 58 D7 F7 DF and the bootloader v 1.0.3

If I supply the chip at anything over 3.5V then the USB does not enumerate properly. It works fine otherwise.

The chip no is: AT89C5131-IL 0419 02581C that is an i not a 1.

It is rated for 2.7V to 5.5V in a PLCC52 package. The Vref does not seem to work properly. It supplies Vcc or thereabouts.
