I am useing AT89c5131A-UM which features datasheet explain :
• Extended Range Power Supply: 2.7V to 5.5V (3.3V to 5.5V required for USB).By the way, you know that "5131 produce the 3.3V for the USB. VREF is used to control the USB D+ 1.5 kÙ pull up, where you can find 3,3V.
