how can a monitor "be involved" without affecting speed. If it did not it did nothing.

Now, Granted, you can run something with a monitor at "full speed" if you intend to have the monitor in the final product, in that case "full speed" is "as fast as can run with the monitor involved".

However "full speed with the monitor involved" can never be the same as "full speed with no monitor"
