IMHO, using a monitor, you still can run the code under debug in full speed.

That a monitor uses resources like code memory, stack space, UART; and to set a breakpoint it might corrupt surrounding code - that's an another issue.

Or is there any definition of "full speed" which would exclude the monitors?
