You can mux them, but you will need diodes and/or gates. Or you can use a shift register.
There is always a keyboard for data entry.
(Or binary Toggles and a load button :)

I do not think that moving from a 89C2051 to a 40 pin chip affects the power consumption. It is mostly size and cost.
