Try to build a simple circuit using your AT89S52 ona breadboard. You could just connect the Crystal and Vcc/GND . Now connect the ISP pins form your programmer to this board. Now try to see if you could program the S52 ? If it works you will have to search for the problem on your PCB and if didn't work your programmer side have problems. - Remmember using MCUs on the breadboard is not a good idea ,this is just a simple circuit for testing.
