What, exactly, do you mean by that term, with respect to the 16V8A? That part is readily eraseable and reprogrammable, though it has a "security" fuse that might make it a bit difficult to duplicate.

Since the macrocells in the 16V8A are registered if the user wishes, you may find it very "interesting" to "map out," as the registers may be part of a counter or similar structure. If you don't have a pretty good idea of what's inside, you'll spend a long time reverse-engineering it.

If you know what's required to do what it does, you'll have an easier time redesigning it, and programming it is not difficult with any of a number of low-cost PLD programmers. There are even a few websites that have programming information available. If you don't have other tools availale, a search for "PALASM" will probably yield a copy of the old, tried-and-true software that, among other things, supports this part.
