Are you sure Erik percent power going to bulb [ Lamp ] has no correlation with percent light. AFAIK there exists a relation between percent power spent and percent light produced it may not be linearly proportional but their is a positive and strong correlation. Using a LUT one can control light precisely by power control.
1) yes, I am sure e.g. 1% power will generate no (visible) light.
2) While I stated a fact and wanted to leave it to the OP to come up with a solution (or ask for it) a Lookup Table (LUT) will, indeed be a very simple means.

That -1 is not from me.
Not to worry, I am used to getting -1 for speaking the truth, I can only feel sorry for those that do not want to hear it.
