I've seen it hang. We had a big system with slave devices that were not only bit-bang I2C slaves, but hot-pluggable. And this was before the I2C hot-plug chips you can buy now. Also we stumbled upon some I2C LCD devices that had all kinds of bugs. Long story short, it was necessary to sometimes recover from an I2C hang. But with simple slave devices such as EEPROMs, I have never seen it happen.
