As to why someone would want to trigger interrupts from software... for testing maybe? It could be a convenient way for example to test the effect of interrupt priority by triggering a higher priority interrupt within the routine of a lower priority interrupt. I'm just making this up as I go but it seems that it could allow for very controlled testing.
