Generally, in '51 the interrupt flags are writable by software, and if set to 1, they trigger the respective ISR.
IE0 and IE1 differ in that they work as registers only if the external interrupt is set to be edge-triggered, by setting the respective ITx bit. Otherwise, the read value of IEx is determined by the current state of respective pin, and writes are ignored. JW PS.
