It is Java Based.
Kind out like a VB for IDEs
A Plus is supposed to be All IDEs done in it have similar concepts.
And Smaller project can be up fast and more polished. This is to avoid the crap IDEs on newer stuff (Insert horror story here) until the manufacter has time to get it right.

Embedded systems had a write up earlier in the year.
