When there's no device connected to a USB port, the port is essentially off and no data are transmitted. When you plug a device into the USB port, the device's micro boots and does what it needs to do to get ready to attach. When it's ready, it turns on a pullup to either D+ or D-, which the hub detects and then the hub starts the enumeration. -a |
