Of course not. Will putting up a sign "dangerous curve ahead" totally avoid accidents? no, but you can hope it will reduce them. When a certain place has accidents almost daily, the authorities (hopefully) work on finding ways to reduce or eliminate accidents in that place.

Why would chip manufacturers not do the same?

It is your job to include in the product folder copies, not links, of all components used in a product. If you want to "rescue" some old stuff and do not have access to the "product folder", you are probably where you should not be anyhow.
