Did you not read his posting? I see he has a learned a lot:

1) Pure inputs as compared to quasi bidirectional need pull ups/ down for quiescent conditions, never leave them floating.
2) Inputs are not latches, you have to read and save the data.
3) above all RTFM
4) Forum etiquettes
5) There will sometimes be an ill mannered senior member, who would rather abuse than help.

There are lots of classic chips worth using just for the sake of learning.
But then, I am sure your kids don't climb trees or clamber onto fences, because that is what monkeys and cats do; it is Stupid Monkey Shit.
