Firstly i am sorry that i was cross posting. i did not know that was an offense i was commiting. Finally managed to resolve the issue by pulling down the i/p ports the 8255. and also i presumed the i/p would be latched but it doesnt seem to be so. Well i am basically learning and since the 8255 is easily available and cheap. thanks for all the help and rather more for the directives.
