So if you output 1 on the port pin, the internal logic simply switch OFF the FET so that the full supply thruogh pull up comes to your port pin. By wired AND logic, you come to know the status of output signal. When you output 0 you think that it is an output pin, but as Abhishek said, the internal logic simply switch ON the FET, thus sinking the current caused by pull up and gives zero on port pin. So it is nothing like output or input, but simply 0 and 1. You can ouput 0 and can write 1 immediately (See for which commands you can use in so called input mode and in output mode).
