There are much sexier ways of doing a bootstrap loader now, check out http://www.waferscale.com and the PSD9XX or PSD 8XX family of parts
Main flash, boot flash SRAM eeprom and CPLD in a package that can be bootstrapped and also loaded with a little plug in box via its JTAG pins. The dev kit is about $90 I think, but I just paid 60 GBP

There are WORKED examples of how to do it too !

I am working on exactly this problem now. Even as I type this the data sheet is sliding off my knees...
