Having said that, If there was an interrupt routine that must be serviced when the serial character is received, How would it be effectively serviced when the interrupt is called every machine cycle?

RTFM
the timer run 16 ticks per BIT
there are 10 BITS in a 'serial byte'

thus interrupt is called every 160 machine cycles
