I can think of a couple of ways of creating PDFs using Windows without paying for software.

One is to install a print driver for a Postscript printer, and when it comes time to print, open up the printer settings and choose "Print To File." You'll end up with a Postscript file. If you install Cygwin, you can use a standard Unix utility called ps2pdf, which will create a PDF from your Postscript file.

You can also run the Postscript through Ghostscript.

Or, you can use a Mac, which does PDFs directly.
