Not true.

For serious line interface development, you would use a properly calibrated exchange & line simulator; eg,

Hence my original advice: buy something with a ready-made and approved line interface!

There is plenty of work for a student project in just getting the modem interface and data transfer done - without worrying about the technical, legal, and regulatory intricacies of line-interface development!



You said it and so did the OP! The OP is a student, so relatively non serious development. And has plenty of worries without you him scaring about law. All he has to do initially is demo the concept.
The equipment you are talking about is definitely beyond his budget, the prices of such equipment manufactured in India are also high(~$200). A low end EPABX costs <$150, a second hand even less. So at one extension his hardware, at the other the server and he can demo.
Of course a full modem would be ideal, but not easily available in India, hence I am suggesting this route.
