Such circular arguments are not helpful. If do not have approval you cannot connect to the PSTN, and till you connect you and test, you cannot ask for approval!
Which is why I suggested an isolated EPABX, meaning not connected to PSTN. Of course he will be in breach of warranty of the EPABX, but definitely not illegal. He will have to pay for the repairs in case of damage. The creepages and clearance requirements are simpler than 230VAC, so not exactly rocket science. The transformer is critical, because it has to have the right frequency response and impedance matching. Else some data will be lost. |
