Manufacturers deliberately choose to be non-compliant to standards, to be able to sell their "original" accessories. It is not uncommon, that the phone has a data interface, but uses a completely proprietarty protocol, or some strange combination of Hayes/ETSI and proprietary, e.g. some small subset of AT-commands for phone identification, and proprietary for all other purposes.
