He was wanting his local university to expend $20E6US or so for his benefit. They wouldn't be so foolish, of course, but he wouldn't see the error of his ways. He's probably just a mite embarrassed, as anyone might be, by having his failure to read the spec's before posting his query exposed. It's a common pitfall.

The 74HC595's alone would handle his 100 uA just fine, but he probably hasn't even figured that out yet, having not yet read the datasheet.
