In most cases, while they can build a prototype with solder mask, for considerable additional cost, they can't hold tolerances adequate for mounting fine-pitch TQFP's, or even TSOP's. You can get GOOD prototypes from any of a number of PCB houses in China for less than it costs here, with very tight tolerances, and very good mask and silkscreen. The only problem you'll have is figuring out what to do with the extra boards, since they'll sell you 100 units for what a dozen cost here, and that includes freight, despite the fact that there's only a 10% chance that even one of the dozen made here will be perfect. Boards from China are usually 100% electrically tested for about the same price.

I don't generally have boards made, but my clients do, and none of them will ever again have anything made in USA.
